For Push notifications for Android to work the following three conditions need to be met.
1) Google Cloud Messaging must be enabled in Push Notification Services
The 'enabled' check box is checked and the API and Project fields will be filled out.
2) A logon procedure will exist with OOBA set as one of the logon steps.
3) OOBA Push, will be enabled under the MobileID policy.
All three conditions must be met for OOBA for Android to work.
