To decrypt a PGP file with WinGPG is very simple.
Open Windows File Explorer, locate the PGP encrypted file
Right click the file to bring up the context menu:
Select "Decrypt with WinGPG"
WinGPG will prompt you to enter the passphrase to unlock your PGP key:
Enter the correct passphrase, then the file will be decrypted:
