Sign in to the STS admin console

  1. Navigate to "Polices"
  2. Click the "+Add" button
  3. Select "License Assignment Policy"

Fill in the policy name. 

You can assign all licenses to all users

Or, you might want to assign a specific license to a specific user group


Click "Create" to save the policy
