The purpose of the "Users use License" report template is to allow the administrator to create reports that breaks down how the current user licenses are being consumed.
The report can be found by navigating to "Administration | Reports", then scrolling down to the report "Users use License";

After the report has been saved and run, we will find that the exported report shows how licenses are currently being consumed;
As can be seen from this report the user is still consuming a license and it is the purpose of this task to free the license up.
Now we run the task Clear deleted LDAP users then rerun this report we will discover that the entry with blank details is no longer present (and the associated license is no longer consumed);
