The free version of Azure AD is included in Office 365 E3 & E5 plans. If you want the premium versions of Azure AD you have to
- Buy Azure AD P1 or P2 as standalone SKU's on top of Office 365
- Buy EMS E3 or E5 on top of Office 365
- Convert the licences to Microsoft 365 which also contain EMS
