When WinGPG is running, you can find its icon in the Windows tray:
Right click the icon to bring up its main menu
Select "Open/Close" to open its console
To generate a pair of PGP keys, click on "Create Keys" button
Enter your name, email and passphrase, like below:
The passphrase will be used to secure the PGP key pair
The result looks like this:
